A minimum of 10% of relevent collection management budgets should be allocated to digitisation of collections. The material can be prioritised (e.g material most at risk, and most amenable to online access). Budgets need to be established both for initial digitisation and account for updates of the digital collections with improvements in technology (e.g resolution of scanners, and cost of storage). In all cases there will be a need to preserve the original source material. Because digitalisation on its own doesn't necessarily improve access, there is also a need to provide appropriate cataloguing of on-line material, and perhaps education information associated with the digitalisation. In some situations, Government support for voluntary programs may be useful. e.g supporting the hand conversion of historical texts into on-line form.
