Local Loop

Support fair and equal access to the existing copper local loop for competitive provision of broadband data networks and connections.

Digital voice

Adoption of ISDN as the standard for a "digital voice line" (ie. not as a substitute for broadband), could substantially improve Internet access for those continuing to rely on dial up services.
