The Prime Minister's 1997 Investing for Growth statement committed all Federal Government agencies to providing all appropriate Government services online by 2001. The Coalition is confident that this target will be met.
In addition, the Federal Government is a leading user of information technologies, including the use of the Internet for the dissemination of freely-available educational, social, government and commercial information resources.
To enhance the online delivery of these services the Coalition has implemented a customer-focussed portals network to present a customer-friendly interface to Government to improve the ease of accessing Government services and information online. Eight portals have been launched - Families, Education, Business, Workplace, Science and Industry, Culture and Recreation, Youth, and Agriculture. Another eight portals are under further development - Regional Australians, Immigration, Seniors, Environment, Indigenous, Women, Communities, and Law and Justice.
The Coalition's portals network has been enhanced by the Online Council forum - a twice yearly meeting of Federal and State Government online ministers, and meetings of associated working parties and officials - to gain cross-jurisdictional commitment for such initiatives as Internet security and accessibility standards, and common provision of online information.
The Greens recognise the importance of collaboration and innovation to Australia's and the world's future sustainable economic development. The Greens support efforts (such as the Open Source movement) which increase collaboration and oppose the further monopolisation of intellectual property of all forms.
The Greens strongly support the role of higher education (especially TAFE) in the provision of targetted education to address the needs of all Australian industries. The starvation of the TAFE (and university) system by the current and previous governments will result in the loss of Australia's skill base if not reversed. Increased funding for Education, particularly TAFE is central to Greens policy.
